
Essential Documents Required for Housing Subsidy Application:
Applicants must provide the following:
- Certified copy of Identity Document (ID)
- Birth certificates of all dependents/children
- Proof of income (e.g. recent salary slip, if employed)
Where to Apply:
Applications for the housing subsidy must be submitted to the Provincial Department of Human Settlements.
Key Responsibilities of the Department of Human Settlements:
1. Human Settlements Planning and Development:
- Monitor and update stakeholders on housing policy developments.
- Collaborate with national and provincial departments on spatial and human settlement planning.
- Manage and review technical planning processes including:
- Spatial planning
- Design planning and facilitation
- Feasibility studies and project readiness assessments
- Environmental Impact Assessments (EIAs), geo-technical and other technical services
2. Multi-Year Human Settlements Development Plan (MYHSDP):
- Develop, review and manage the MYHSDP.
- Identify gaps in existing plans and source professional services for improvements.
- Coordinate data collection from internal and external stakeholders.
- Align the MYHSDP with provincial and national priorities.
- Finalize and submit plans for approval to the National Department of Human Settlements.
3. Grant Business Planning:
- Monitor and approve Provincial Preliminary Grant Business Plans.
- Coordinate the preparation of district business plans.
- Ensure readiness matrices are completed and aligned with funding thresholds.
4. Spatial Data and GIS Management:
- Manage and maintain an accurate geospatial database.
- Provide spatial reference data for housing delivery.
- Produce integrated human settlements maps and aerial imagery.
- Promote research and innovation in geospatial solutions.
5. Intergovernmental Collaboration and Participation:
- Participate in Integrated Development Planning (IDP) processes.
- Engage with municipalities and sector departments on development plans.
- Ensure technical support and alignment of planning across all spheres.
6. Community Support and Civilian Operations:
- Oversee community engagement and support services.
- Plan and coordinate civilian activities to align with departmental goals.
- Develop and maintain quality standards for program operations.
7. Administrative and Financial Management:
- Oversee directorate assets and budget allocation.
- Prepare performance plans and manage employee development.
- Maintain effective internal communication and HR practices.
- Ensure compliance with audit, inspection, and risk management standards.
