The Municipal Infrastructure Support Agent (MISA) is a Schedule 3 government component of the Department of Cooperative Governance (DCoG), established in terms of Section 7(5) of the Public Service Act, 1994, as amended.

MISA provides technical support and builds technical capacity within municipalities to improve the planning, delivery, operation and maintenance of municipal infrastructure.

For the 2026/27 financial year, MISA is offering Apprenticeship and Experiential Learnership opportunities aimed at providing unemployed youth, graduates and students with practical training and workplace experience.

Successful applicants will be placed at MISA-identified municipalities. Applicants should consult the MISA or COGTA websites for the list of participating municipalities.

A. MISA Apprenticeship Programme

The MISA Apprenticeship Programme is a three-year learnership programme designed to train participants towards becoming qualified artisans.

The programme combines theoretical training with practical workplace experience. Successful candidates will enter into a three-year learnership contract with MISA and will be placed at a designated host municipality.

The programme is aimed at unemployed youth from TVET colleges and other accredited training institutions who have the relevant qualifications for admission to the selected trades.

Applicants must clearly indicate the municipality where they would prefer to be placed during the learning period.

Targeted Trades

MISA is recruiting apprentices in the following trades:

• Electrical
• Plumbing
• Bricklaying
• Motor Mechanic
• Diesel Mechanic

Minimum Academic Requirements

Electrical — REF NO: Electrical 2026/01

Applicants must meet one of the following requirements:

• Engineering Science or a full N2 Engineering certificate consisting of four relevant subjects, including Engineering Science, Industrial Electronics, Mathematics and the appropriate trade theory subject.
• A technical trade theory programme quality-assured by a SETA and regarded as equivalent to NQF Level 3.
• A relevant Engineering NC(V) Certificate with seven subjects at NQF Level 3.
• Technical Grade 11 with Mathematics, Science, a language and a relevant trade theory subject.
• A relevant N6 Certificate or National Technical Diploma in the T, S or N stream, with subjects directly related to the trade theory.

Plumbing — REF NO: Plumbing 2026/02

Applicants must meet the applicable technical or engineering qualification requirements specified for admission to the Plumbing apprenticeship.

Bricklaying — REF NO: Bricklaying 2026/03

Applicants must meet the applicable technical or engineering qualification requirements specified for admission to the Bricklaying apprenticeship.

Motor Mechanic — REF NO: Motor Mechanic 2026/04

Applicants may qualify with:

• Technical Grade 12 with Mathematics; or
• Engineering Science or a full N2 Engineering certificate consisting of four relevant subjects, including Engineering Science, Industrial Electronics, Mathematics and Motor Mechanic Trade Theory.

Diesel Mechanic — REF NO: Diesel Mechanic 2026/05

Applicants may qualify with:

• Technical Grade 12 with Mathematics; or
• Engineering Science or a full N2 Engineering certificate consisting of four relevant subjects, including Engineering Science, Industrial Electronics, Mathematics and Diesel Mechanic Trade Theory; or
• N3 Engineering with four relevant subjects, including Engineering Science, Industrial Electronics, Mathematics and Diesel Mechanic Trade Theory.

B. Experiential Learnership Programme

MISA’s Experiential Learnership Programme is aimed at unemployed graduates who need workplace exposure and unemployed students who require practical experience or Work Integrated Learning (WIL) to complete their studies.

Graduates in Technical Fields

MISA is offering two-year internship opportunities to unemployed graduates in technical fields relevant to municipal infrastructure operations and maintenance.

The programme is open to suitable graduates from:

• Universities
• Universities of Technology
• TVET colleges

The programme is designed to provide practical workplace exposure and help participants develop the experience required to enter the labour market.

Although the programme is not exclusively restricted to historically disadvantaged individuals, MISA encourages applicants from historically disadvantaged communities to apply as part of its skills-development objectives.

Work Integrated Learning (WIL)

The WIL component is intended for students who require between 12 and 24 months of practical workplace experience to complete their academic programmes, according to the requirements of their respective higher education institutions.

Successful applicants must be willing and available to accept placement arrangements that may include:

• Rotation between different work environments
• Placement in another municipality
• Placement with a private-sector organisation
• Relocation where necessary to obtain suitable workplace exposure

Applicants should understand that participation in the MISA programme does not guarantee employment after completing the qualification or programme.

Applicants are encouraged to apply for placement opportunities in municipalities close to where they live. This may help reduce travelling and accommodation expenses.

• Students who need WIL to complete their qualifications.
• Graduates from universities, universities of technology and TVET colleges.
• Applicants with technical qualifications relevant to municipal infrastructure and maintenance.

C. Application Process

All applicants must complete the MISA application form and clearly indicate the reference number of the position or trade they are applying for.

Applicants should also indicate the name of their preferred municipality from the list of participating municipalities.

Documents Required

Applicants must submit all required documents together as one complete application package.

The following documents are required:

1. Completed MISA application form.
2. Reference number of the trade or position being applied for.
3. Name of the preferred municipality.
4. Updated curriculum vitae (CV).
5. Certified copies of relevant qualifications.
6. Certified copy of a South African identity document.
7. Proof of residential address.
8. A release letter from the applicant’s institution confirming approval to undertake workplace exposure, where applicable.

The release letter is required specifically for students who still need to complete WIL as part of their academic requirements.

Important: Documents should be arranged sequentially according to the application requirements. Incomplete applications will not be considered.

Late applications will not be accepted.

Applicants are therefore encouraged to submit their applications before the closing date and time.

Important Information for Applicants

MISA reserves the right to appoint or not appoint candidates.

If an applicant does not receive a response from MISA within 90 days after the closing date, the application should be regarded as unsuccessful.

Final Reminder

Before submitting your MISA application, make sure that you have selected the correct trade or experiential learnership field, included the correct reference number, selected a preferred municipality and attached all required supporting documents.

For WIL applicants, make sure your institution provides the required release letter confirming that you are permitted to undertake the workplace exposure.
